Resolution
Confirm on the DLP Management Server if all of the Websense DLP services are up and running, particularly the Websense Data Web Server in this particular instance. The deployment error is known to occur if this service is stopped for any reason at the time of deployment. This may occur if port 80 is in use by another service and is preventing the Apache web server from starting.
